PROCEDURE FOR: USE OF RANGES AND FACILITY

The following rules shall govern the use of the Ben Avery Shooting Facility (BASF). 

The on duty Rangemaster is responsible for the safety and security of the facility. The Rangemaster's decisions are final.

The Ben Avery Shooting Facility is a FEE USE area. All uses of this facility require various types of use fees. Fees are not accessed to the Arizona Game and Fish Commission or Department for official activities. By agreement, fees are not accessed to the Maricopa County Parks and Recreation Department for official firearms training.

·    All persons on BASF property must abide by the rules posted at each entrance and the safety rules and any other rules posted at each range. Violators will be asked to leave, and/or receive criminal citations, or forfeit their user agreement.

·    The campground is reserved for use by shooters who are shooting at BASF. Campground fees will be paid in advance at the Facility Office. Long term camping (more than 14 days) is not permitted, and campers staying for more than several days before and after a BASF event must be actively shooting.  Check out time is 12 P.M.  CAMPGROUND USE PROCEDURE # 060697.

·    All shooters and archers must register at the Main Range for each day they shoot and pay the appropriate daily range use fee prior to shooting. Except:

o   Shooters participating in a scheduled event will pay the event sponsors the requisite fee.

o   Event Directors will check in at the Main Range, pick up their event invoice and be assigned a reserved range. Shooting is prohibited until the user group has checked in.

o   Event Directors will submit the completed invoice and payment within five working days after the event.

o   Event shooters and may not stay after the event and shoot. They must return to the Main Range and check in before they can shoot. If they display a receipt showing that they have paid the daily fee to the event, they will not be charged an additional daily fee. 

o   Archers do not need to return to the Main Range to use the Archery Ranges, but they must have a daily fee receipt. 

o   Shooters participating at the Clay Target Center events will pay the appropriate fees to the operators of the Clay Target Center.

·         All shooters will shoot on the Main Range. Except:

o   Shooters participating in a scheduled event will shoot at the appropriate range.

o   Shooters who are certified by BASF as a reserved range use shooter may shoot on that specific reserved range per Procedure # 070201.

o   Shooters and User Groups shooting on reserved ranges will fly the red safety flag while shooting and take it down when they are finished.

·         All entry to the BASF will be via the East Main Gate. Except:

o   Shooters participating at the Clay Target Center.

o   During times when 500+ yard firing is occurring at the High Power Rifle Range, shooters using the archery ranges and ranges west of the High Power Range will access through the West Main Gate after checking in at the Main Range.

·    The Ben Avery Shooting Facility is managed as a recreational shooting complex. Proposed events that do not feature the shooting sports, or are not related to the shooting sports, or to the accomplishment of the Mission of the Arizona Game and Fish Department will not be allowed on property.

·   As a site for recreational shooting, BASF does not endorse the use of human shaped targets except by those training in the use of firearms as a defensive device. Humanoid targets are not for sale by BASF and are discouraged for use on the Main Range. In particular BASF does not endorse the use of human targets for any reason by junior shooters. Requests for “force on force” training or events will only be allowed for law enforcement agencies and military units as part of their official training. 

·    All groups who wish to use the BASF must be registered with the Facility Office. Every User Group must carry their own liability insurance. Individuals may not register as a User Group.

·    BASF user groups may reserve ranges and facilities. Such reservations must be made 30 days in advance.  PROCEDURES FOR RESERVATIONS AND SCHEDULING #052299.

·   Reservations will only be made for BASF User Groups, who have a current user group agreement, current insurance and no outstanding fee balance.

·    Cancellations of reservations must be made 48 hours in advance in writing. A fee of $30.00 will be assessed for failure to cancel per procedures.

·    Rental of buildings for parties, etc. or facility access which extends beyond normal hours of operations, will only be approved if the renting party/group agrees to hire a licensed security guard/agency for the duration of the event. The security guard/agency must contact the Facility Office in advance to obtain specific instructions on close up procedures, key access, etc. An Activity Center Use Agreement will be completed for all user groups using the Activity Center. 

·   User Groups are responsible for the actions, security and safety of their guests/members, and are responsible for the safety and security of the facility. There is a $15.00 clean up fee for any groups who do not leave their assigned area in the condition in which it was found (clean).

·    BASF does not provide set up nor clean up services for any user group.

·    User groups who anticipate 50 or more participants and spectators, and whose event lasts more than six hours will provide temporary toilet facilities; the first one must be ADA. An additional toilet will be provided for every 25 additional people.

·    A gate code will be issued to User Groups whose events begin before facility opening, or will begin after facility close.

·    For BASF Patron Clubs who use specific ranges and buildings, there is a short-term key check out procedure. A key agreement must be completed and approved by the Chief Rangemaster prior to issuance of the key(s). By State Law, these keys are property of the State of Arizona and may not be duplicated without department approval; to do so is a criminal misdemeanor. Ed’s Lock and Key is the only authorized key duplicator and approval must be obtained from the Facility Office before they will make duplicates.  The Department reserves the right to cancel a key agreement at any time. 

The following protocols apply to the range that is specified.
USE OF STEEL, ALL RANGES: Steel targets must not be closer than 15 yards from the shooters. Steel should be angled down to deflect ricochets into the ground. Damaged steel may not be used.
SMALLBORE RANGE: No steel targets may be used without prior Rangemaster approval. Target frames for pistol shooting will be placed in 50-yard or 100-yard target holders only. Two user groups may share this range if their shooting courses are compatible and they agree upon the arrangement.
PISTOL 1 AND 2 RANGES: Targets must be placed in the holders provided. Portable targets may be used if they are placed in the same location of the provided target holders. No steel targets may be used without prior Rangemaster approval.
2700 PISTOL RANGE: Targets can only be used in the provided holders at 25 and 50 yards. No steel targets may be used. Unless a 2700 course of fire is being conducted, all target frames will be put in the 50-yard holders. No steel targets may be used. No tactical courses of fire. Only pistols may be used.
INTERNATIONAL PISTOL RANGE: This range can only be used by reservation. Only provided target holders may be used. No steel targets may be used. Only .22 caliber pistols may be used.
RUNNING BOAR RANGES: No steel targets may be used without prior approval of Rangemaster.

o   HIGH POWER RANGE: No shooting is allowed on the High Power Rifle Range over 300 yards unless it is scheduled in advance for group use. No events will be scheduled on the High Power Range over 300 yards on weekends unless there are at least 10 shooters. Shooters firing on the High Power Rifle Range will fly the red safety flag at the target pit and at the line on which they are shooting. Safety chains will be placed across the roadway at the firing line that is being used. Event Directors are responsible for closing and locking the east and west Calle Silhouette safety gates if they are shooting past 300 yards. They are responsible for traffic coming into the Facility from the Longshot and Carefree Highway gate. Event Directors will notify the Main Range prior to closing gates, and upon opening gates. Posted High Power Pit Rules will be followed.

o   RIFLE SILHOUETTE RANGE: Posted Rifle Silhouette Range Rules will be followed. Resetting of the 500-meter targets will be done in coordination with shooting on the High Power Range and on the Benchrest Range. Only authorized targets will be shot with authorized firearms. Paper targets are prohibited.

o   DPS RANGE: Use of the DPS Range is per Facility Procedure #031299.

o   BENCHREST RANGE: Steel targets may only be used upon prior approval of Rangemaster.

o   PRACTICAL PISTOL RANGES: Shooting must be into backstops. Lateral berms are not backstops. Bay A is closed if shooting is occurring on the Pistol Silhouette Range at the eastern most resetable chickens. Event Directors should locate targets as close to the backstops as practical for their courses of fire. The access road is for set up and event staging. Parking is prohibited in the access driveways.

o   PISTOL SILHOUETTE RANGE: This range is designed for Pistol Silhouette shooting. Posted Pistol Silhouette Rules will be followed. Any use of this range for events other than Pistol Silhouette shooting must have prior approval from the Rangemaster.

o   FITA RANGE: This range is for use by reservation only.

o   ARCHERY RANGES: Posted Archery Range Rules must be followed.
